According to the Aviation portal "Avioportal ME", the Minister of Finance, Aleksandar Damjanović, said at the 33rd session of the Government that they received a note from Brazil through the Ministry of Foreign Affairs requesting the resolution of the issue of the guarantee that the state of Montenegro will take over all obligations from the contract for the purchase of the Embraera E-195 aircraft.
Damjanović presented that the Ministry of Finance has all the documentation about this purchase and loan, with a chronology from 2010.
"According to the proposal of the Brazilian side, two models of execution of contractual obligations are offered. One is the purchase of a plane in the amount of 5.2 million dollars, and for the state to become the owner, because it is impossible for the owner to be 'To Montenegro'. Since the plane is not in running condition, summer condition, since 2020, another 8.2 million is necessary to put it into operation in the next seven or eight years. A total of 13.4 million dollars", said Damjanović.
He emphasized that there is another option, that is, redelivery for 11.7 million, with additional redelivery costs, and that would be over 12 million.
He states that this is the worst option, and we would lose "the plane that we have already paid for quite expensively, over 38 million euros".
"As a lesson to everyone when it comes to arrangements and loans, to work smarter and better. The Brazilian state has assumed obligations from the bank and the deadline is December 20. We have communication directly with the representatives of the state of Brazil because of the interest of Montenegro and the need to preserve its credibility, this work must be completed as soon as possible", says Damjanović.
He insisted that the guarantees come to the salary of this government, even though the previous government made conclusions and canceled them, thus also the obligation that was negotiated.
Prime Minister Dritan Abazović stressed that the Government must make a decision.
"In my opinion, option number one is reasonable and logical. All this costs us too much, the state has given over 100 million euros in support of Montenegro Airlines, and we can't enter our hangar. That's Montenegro. But we will solve it. We can't make decisions. We have to go in the direction of getting the plane ready, and I hope that by the end of the year, the company will propose plans, so we can see how to proceed," said Abazović.
The then Ministry of Transport, Maritime Affairs and Telecommunications in July 2010 sent the state Brazilian bank BNDS a guarantee that the state of Montenegro would take over all obligations from the contract that the bank had to sign with the then national air carrier Montenegro Airlines for the purchase of the loan "Embraer E -195" (40-AOC), by which the Montenegrin state prompted the bank to approve that loan.
